where does the lock washer go?

I am assembling a Quickie 1 and am up to installing a component.  I don't remember what the component is but its either a tube socket or a potentiometer.

So I have two sets of: nut, bolt and lock washer.  Where does the lock washer go???

Lock washers go under the nut.  It should keep it from backing out.
