Welcome to the forum. Please go back and check the orientation of the capacitors, seems you have one backwards and any further actions may cause it to blow. The manual has clear instructions on installing them, please look at the included pictures.
Also, check your positioning and soldering on the diodes. Maybe practice soldering a few more times.
Attach some additional closeup pictures so we can help you out.

The backwards capacitor is the one connected to U12/13 (capacitor closest to tube socket on the side with two capacitors). The overlapping diode arrangement in the manual is to prevent the leads (to terminals 20 and 21 on each side) from contacting each other. You picture looks like the inside leads may be in contact. Also, it is not clear if there is contact between the A8 diode lead and the wire to A7.
Fixed the capacitor and all the voltages checked out! And the amp is working fine! Thank you all for taking the time to reply 
One more thing though would it be okay to make my own wooden base but take away 1/2 an inch from the height?
or is the height of the frame set so the amp can get the proper amount of ventilation?

Yes, just so their is enough depth for ventilation, I rarely use the bottlehead rubber feet on the base. If you are going to build a new base I recommend using 1/8-3/16" hobby plywood around the inside of the base , 3/4-1" wide, 3/16-1/4" below the top. I like the reset look, use glue and air driven nails. For me it is easier than cutting the groove and allows one to round over the inside top edge of the base.
