The manual indicates that it can be difficult to see the EF86 tubes glow and I didn't when I tested the tubes as per the manual, pg. 44. I metered the plus/minus and it was 6.3V, if memory serves. I am working on the assumption that if the tubes are getting the proper voltage at this early stage that they are probably fine?

If you measured the voltage at pins 4 and 5 on the EF86 socket and saw about 6V between them, that would be sufficient.
