Help in Identifying

Does anyone know what type of caps these are, assuming that they are caps? When I have tried searching for them I get all kinds of stuff coming up and am at a complete loss right now.

They look to possibly be polystyrene.

Now that I have finished moving my oldest daughter to Minneapolis, then I can ask my follow-up question. How can one determine the specs of the above caps? I have searched all over the Web and am stumped.

I had the same problem with some caps. It was just easier to buy a cap checker and know the true value.

A lot of meters have a capacitance scale.  But you will need to determine the voltage yourself.
