What kind of powder was applied to the plate?
You may need to ask the powder coater if they know what the composition of the powder was and what they might recommend for a gloss clear to go over it. Without knowing that, the solvents in your clear coat may eat into the powder layer and damage the finish.
Typically you would coat it with a clear gloss powder after the red coat. However you might find the old "it's the sum of the parts" effect will make the semi gloss look great with the other finishes on the amp. I used to stress over the look of one part or the other when I was restoring antique radios. I taught myself to wait until the end of the project and usually the overall look completely dominated over the one "defect" I had been bugging about.
If you finished some of the other parts glossy the semi gloss might actually be a nice contrast. Maybe a gloss black transformer bell and a gloss finish on the wood base.

If you really want more gloss, perhaps wax would work? Maybe some car wax plus buffing would get it where you want it to be.
Great advice Doc. Its so easy to get hung up on the look of individual items when you have to look at the bigger picture. End of the day it's the sound that matters most.
Caffeinator that could be a great Idea with the wax, I will give that a go later and let you know the outcome.
Apparently this can be sprayed onto powder coat if I really feel the need to gloss.
