Yikes, was that cap dented when you installed it? I would replace it before doing anything else. also check the diodes on that terminal strip for proper orientation.
What are the units on those numbers you're reading? I wouldn't necessarily replace the cap right away, but if you're seeing something like 10.5M, that's not a problem.
plugged it in . but getting 80 volts dc to terminal 45 and 78 to terminal 46 with tubes in. Safety check in manual shows 0vdc.The led's are lit and the tubes are lit.
This is just the reduction without the integration upgrade.
