Shunt Regulator Voltage issue

Checking the voltages at the metal tab of each MJE5731A. B side is correct, led's lit.

A side starts at about 345 and drops to 315. No led's lit. Kreg voltage on A side is 1.35

Any suggestion on where to start checking?

Can you verify that you have 431 regulators in the correct places? If that is OK, you'd want to post some build photos of the top and bottom of the C4S board on the D socket.

Apparently, all the wires need to connected to work properly. All is good. A is at 217.3, B is at 220.0
