It wouldn't hurt to reheat the solder joints on that board. I can see some that haven't been allowed to flow out. Also double check that both blue trim pots have their leads folded over and soldered together as directed in the manual. I can see that one is correct, but a black jumper wire covers the other.

I have double and triple checked the pots. They indeed are folded over and I verified with an Ohm meter. I do know some look suspect but under a loop, they really appear to be fine. No harm in trying. I have new regulators due tomorrow. Before, I replace anything I will triple check as now is the time to do so.
