Power transformer secondary voltage [resolved]

Purchased my first Bottlehead product.
Starting assembling the power transformer part
Initial main voltage about 118 Volts, so didn't need additional wiring, Went to test secondary voltage on pins 7 and 8, nothing supposed to be about 190V.
Defective transformer? or did i do something wrong?
