This is a list of terminals that are actually different than what the manual specifies. 

0 on B9 is OK, you should see about the same thing on B1.
The B6 reading is OK, there are enough complex components in there that something much higher than 0 is ok.

The B4 reading is disturbing.  There should be a 300K resistor from OB to -reg, is it present?  What's your resistance reading from -reg to ground?

19 and B4 are wired together.

9 is also wired to 19/B4.

Hello PB, 300k (or,bk,y,go)  is installed at OB to -reg. Resistance reading from -reg to ground is 0.
{The 300k resistor reads  300 @ metersetting 2m.}
Yes 19 and B4 are wired together. Yes 9 is wired to 19/B4.
I will keep inspecting all solder points and connections.
