New build wrong resistance question

Hey guys,

I just built a crack to specs 220v. Checking the resistance, I get .41K instead of 2.9K. Everything else seems ok

7. .41
9. .41

B3 .41
B6 .41

Anyone know my mistake? Could it be I didn't twist the ends of the 10w 3K resisters well enough? It sort of came undone, but I filled it with solder anyway. I'm wondering how to redo it, and if that is my issue.

I used a solder wick to remove the solder, twisted the pair real nice put it through the hole and laid some solder over it. I also re-did B5. Not much change, :( I am reading between .39 -.43 on all 4.  Typically its a constant .40

I'm suppose to test with the black on 12U and then B3 for example with the red right?

Anything else you might see? Could you please tell me which connections these 4 tests rely on and maybe I can just redo them all?

Here are a couple of my tester. Same connections tested, but different settings on the tester, not 100% which is the right one to use.

Thank you for your continued support.

I removed the blue 100u capacitor and no change. .40 on 7

I then removed both blue capacitors and got no change.

I then removed the solder from the entire 7 and 9 leads and tested the leads coming straight out of the 10W 3k resistors. and its .40 for both.

I'm like  ???
 
lol it is a cheap meter I bought in a 3rd world country.

Right out of the resistor (The opposite of the twisted side) both of them are reading .40.

Try another meter?
 
If the multimeter was the problem, it doesn't cost too terribly much to get a relatively alright one. I bought this one because my old one wasn't sensitive enough to measure voltage in a way that was meaningful for troubleshooting. It works pretty well!
