Manual Update: KReg is supposed to be 11v, correct?

My manual (maybe I have an old one) says 220V for KReg, but it measures at 11v. I saw George here got the same measurement. Just wanted to check to ensure that is correct before I start using this amp full time. TIA!

My manual says "Kreg Regulator Board (both sides) 8-12v" dated 10-31-13
