If 0 Volts specified, when is *some* voltage okay?

When a voltage test specifies "0" Volts DC, my meter will sometimes show *some* voltage.
Is any voltage at all above a literal "0" okay?

I think the highest I've ever seen – prior to re-soldering or adjusting to be "safe" – is about 0.1 Volts DC.
Is that too high as a principle – or is that still "0?"
