Failing Voltage Check

Hi,
Resistor checks pass. With the tubes plugged in amp is failing voltage checks. There is no glow on the tubes. Getting 116V at Terminals 1,2,19 and 20. PT has been wired for 240v. Any ideas ?

All of the tubes aren't glowing, or some of them aren't glowing?

Seems to be all of them.

Reflowing the solder joints in the kit is going to help a lot. Here's a helpful video to watch.
