Capacitor swap S.E.X. 3.0 re .1uf 400v - orientation of outer foil question

I have a pair of copper foil caps than I want to swap in (new ones are .1uf 600v). Would the non- banded end be attached to A11 and B11 (ie to the tube socket)?

The outer foil goes to the driver plate (socket pin 11), inner foil to the power section grid (socket pin 3).

Thank you - just to double check inner foil lead (black in above pic) still goes to L4, right?

For what it's worth, in an application like this, you can install it in either orientation.
