Already put the board in and measured the voltages. You mean I should take it out and put the resistors in?

Yes, if you are still experiencing low output voltages on the board, it's a good idea to temporarily put the resistors back in to be sure this isn't an issue that has nothing to do with the board itself.

Ok, took the board out and resistors in, 14 and 25 are 10V and 6 and 16 are 102V.
anything else to measure?

Well, you'll have to go over that high current C4S board again. Without 6/16 (which are connected to OA/OB) landing somewhere around 100V, the preamp isn't going to work properly, and the voltages on the small PC board in the back will not fall into line.
