Second voltage test high

Hello Bottlehead community!
I've just begun working on the Crack and my voltage readings for the second voltage test on terminals 11 & 12 are at 213 volts. Is this far enough outside of the +/- 20% to be concerned about? For reference, terminals 7 & 9 read 6.9 volts and the first test of mains power read 101.8 volts. Any guidance would be greatly appreciated!

Where are you located?  If you're in Japan, the 101.8V of line voltage would make sense, but outside of Japan this reading would be considered a bit abnormal.
 
I am in the US. I desoldered everything back to voltage test one and tried with different outlets and found the outlets on one breaker put out 101.8v which would explain why electronics sometimes act wonky in my apartment. The rest of the outlets are at 123v and I will be rewiring for that voltage

It would appear that there is a problem with that breaker; it may be dangerous. Something is dissipating 20 volts, turning the current into heat. If it were me, I would get that resolved as soon as practical.
 
Haha I didn't see any pennies lurking in the box. The breaker is now off and have a call into the building super. Glad this was gound before it became an issue. The Crack has been rewired and is now showing 6.8v & 178v
