Resistance check Terminal 40 [resolved]

Finished the build today. All resistances check out ok except terminal 40. Should read 1.4k. I am only getting .9 ohm. I unsoldered the wire and reattached and resolder but nothing changed. Terminal 21 is right on at 1.4 k.
 
How's terminal 36?

The easiest way to experience what you're seeing is if the center lug of the hum pot on that channel is touching the chassis plate.

Whatever you do, definitely don't try to power the amp up with this fault.
 
Terminal 36 is right on at 1.186k. Looking at center lug of hum pot it's not touching. Confirmed with continuity test from lug to chassis.
 
Can you post some build photos? Terminal 36 is wired to terminal 21 through the primary of the output transformer, so something must be miswired to produce the results you're getting.
 
Looks like I went the wrong way with the red wire from terminal 5 on OT on that channel
