So, I've tried to go slow. Never solder anything unless I'm 100% sure. Yet at my first voltage check, I'm getting nothing.

Can you take a picture of how the fuse is installed in the fuse holder?

Ooooohhh! I had the fuse in wrong. Installed it correctly and am now getting 123 volts. Thanks!
It happens, the first time I saw that fuse holder, I wondered where the fuse was supposed to go, so I just threw the little drawer away and pressed the fuse down into the IEC module without the little clip holder/drawer.
