Foreplay III problem

I am a stereo audio guy fully committed to Bottlehead DIY builds.  I love Bottlehead's product, customer relations, support, clear build instructions, etc.  To date I have built Bottlehead kits a  SEX Amp, Foreplay II pre-amp, power cables and interconnects. My speaker cables were built from plans I found on the internet.  My SEX amp and Foreplay are both original with no upgrades.

The past two years I have been running my audio using my SEX amp for all amp and pre-amp functions.  My Foreplay III pre-amp was stored, out of my system, in closet. 

PROBLEM:  Recently I decided to bring my Foreplay III pre-amp back into my audio system and use it with my SEX amp.  I found that the right channel (facing pre-amp) was not playing!

I started checking tubes, interconnects, speaker wires, etc. to no avail.  I then went to my original Bottlehead  "Foreplay Manual" build instructions. 

RESISTANCE CHECKS:  Resistance checks multi-meter showed all checks were good against the manual.

VOLTAGE CHECKS:  I found some problems and I re-heated and soldered those points. 
Upon re-checking the points I found three terminals which didn't check against the manual.
After two more voltage  check through I found the following problems:

Terminal 26 should be 0 and registered at 5.6 and 153.4

Terminal 27 should be 0 and registered 128 and 99

Terminal 36 should be 0 and registered .3 and 1.4

Does anyone have any suggestions?
 
I guess the first question is how you have two different voltages for each terminal? (They should be very constant once the preamp is warmed up)

Terminals which call for 0V should also be about 0 Ohms to ground.  If a terminal reads 0 Ohms to ground and 100+ Volts, there is an issue with the measurement techniques.

Presumably the two value are resistance and voltage. If they should all be zero some ground connection has come loose.
