Fiber shoulder washer

I've hit the point where I install the OT-3s in the Mainline kit. It appears that I'm missing one of the fiber shoulder washers.

How important is a single missing washer? Should I go hunt one down at a hardware store or can I leave it out/substitute it with something else on hand(likely conductive)?
