Failed resistance test on terminal 13

I just finished building my Crack and it passed all the resistance tests except for the one on terminal 13. It says it should climb slowly towards 270K ohms, but for me it starts at about 3K stops at around 11.5K. Any idea what might be causing this?
 
The values signified with a * are going to vary from ohmmeter to ohmmeter because these terminals are connected to the filter capacitors, which try to charge themselves off the battery in the meter, causing a fluctuating reading. If the circuit is connected properly these readings will wander in the tens or hundreds of Kohms or higher range. What you want to watch out for is a zero reading at one of these terminals, which would indicate that something is mis-wired.
 
Yeah, I read that part. I figured it should actually go towards 270K though since it mentions a specific number, I guess it doesn't matter then? Does this mean that it should be fine to continue onto the voltage check?
 
It's 115V

Edit: So for some reason they're glowing now. They might have been before but I just didn't notice or something.
 
You probably have a cold solder joint that needs some attention.  The wires responsible for making the tubes glow are the red/black twisted pair leaving power transformer terminals 4 and 5.
