There is some variation in this voltage, as is mentioned in the manual.  This voltage will rarely be exactly 75V. This is normal.

yesssss, finally i found the problem i have used a 239 ohm resistor which is normally on small boards on big pcb board. replaced them and everything is okey.

Even as long as I have been building, I measure resistances before I place/solder them. 

It is just a good idea.  Sometimes Blue looks like the Violet in the color codes.
